Cluster 16 will provide a HLN service to designated students. The designated students will be a specified number of students documented in Cluster 16’s Funding and Service Agreement Variation. The Ministry of Education has specified that 60 students within Cluster 16 will receive this service.
The HLN service will be:
- differentiated to meet the particular needs of the individual student. Each RTLB will work with the student’s kaiako/teacher/s to differentiate instructional strategies and adapt teaching, planning and classroom activities to meet the student’s needs.
- Ongoing, recognising that these students are working at Level 1 of the New Zealand National Curriculum for most, if not all, of their time at kura/school. RTLB are to track and monitor these students until they meet the HLN service exit criteria.
- Adapted, enabling appropriate support for students who are in rural or Maori immersion contexts as needed.
- Collaborative, working with kaiako/teacher/s, parents, family/whanau to enable successful transitions at key points in the student’s life at kura/school..
Definition of High Learning Students (HLN)
HLN students are learners with significant and ongoing learning needs. These students are working long term at Level One of the National Curriculum for both Literacy and Numeracy.
